The Timor-Leste Regional Development Map

Following the resolution of its maritime boundaries dispute with Australia, and the formation of a new maritime border, Timor-Leste is in a position to develop its hydrocarbon reserves.

With the launching of the Timor-Leste Second Licensing Round, by His Excellency Mr. Taur Matan Ruak, the prime Minister of the Democratic Republic of Timor-Leste, the Goverment of Timor-Leste released a total of 18 (eighteen) new blocks for public tender of the Productions Sharing Contracts.

Timor-Leste’s economy is heavily dependent on oil and gas. According to recent reports the oil sector accounted for 48% of the country’s GDP, 97% of exports and 46% of total imports (in 2015). Production is rapidly declining and exploration activities were limited, giving rise to discussions on the need for economic diversification. The 18 new blocks on offer consist of 7 new blocks Onshore and 11 new blocks Offshore.

Timor-Leste has one major producing field, discovered in 1995, the Bayu-Undan field, operated by ConocoPhillips, is a gas-condensate field located in Timor-Leste offshore waters. The field is 250 kilometres south east of Suai and 500 kilometres north west of the Northern Territory in Australia. Bayu-Undan has been a very successful project, however, the field is entering the final phase of its life cycle. Once the end of economic production is reached for the project, currently projected for to be sometime within the 2021 to 2023, decommissioning is likely to take place.

Exploration activity is happening around the SundaGas Banda Chuditch gas discovery. Further wells must be drilled in the coming years.

Additional plans for new infrastructure could include a new oil refinery and petrochemical complex and the possible Tasi Mane LNG terminal, linked to the Greater Sunrise field.

This new map is to feature the location of all 18 licence blocks, the locations of all wells drilled to date, and the locations of the current and future fields and the current and future infrastructure.

Interest in this region is extremely topical and investment opportunities are plentiful.

Each project is shown by a symbol covering their various stages of development from proposed through consented projects to those projects which are under construction or operational.
